cannot turn off notifcation silence when I text my wife iphone
my wife receives any messages from my iPhone having notification silence on it

I understand that when your wife has notifications silenced, your messages still notify her with an audible tone. This will happen if your wife has set your contact as an Emergency Bypass contact on her iPhone.
You can double check this on her iPhone, by opening your contact card and then tapping on Ringtone. The Emergency Bypass switch is probably set to ON.
