Can't log in to app store, because of can't add payment method. Reason - can't change country in billing address

Follow the steps here to change your region and let us know which step does not work:
Change your Apple Account country or region - Apple Support
You won't be able to change your region if you currently have an Account Balance. Also all subscriptions must be expired. Simply cancelling a subscription may not have expired yet as you can continue to use the service until the expiration date. Cancelling just prevents it from being renewed. In order to cancel the subscription immediately without having to wait until the expiration date, then contact Apple directly.
