How can I move my money from Apple account to Apple Pay?

Funds in Apple Account are non-refundable and non-transferable with limited exceptions. If you accidentally transferred funds from a bank account to your Apple Account, the transfer may be able to be reversed.

You can't. The Apple Account is only for purchases in the App Store. The Apple Account is also the location where Gift Cards are redeemed and those can't be converted to cash, so there is no way to move money out of your Apple Account. Here is what the account can be used for:
