how do i transfer funds from my Apple account to use it for Apple Pay?
I accidentally put too much money on my Apple account now I want to use it for a different purpose

Sorry, that is not possible. Funds in an Apple Account cannot be transferred to Apple Cash and can only be used to purchase Apple products and services. Since there is no user option to do what you want to do you might try contacting Apple Support. We here in these forums are just fellow users like yourself and have no access to your account details. Click the Support button at the top right of this page next to the magnifying glass icon to open a ticket.
