After updating to iOS 18 the light and dark appearance is not working on my iPhone

After updating, the buttons for light and dark appearance are in operable. Sure I can ask Siri or find workaround, but why do these no longer work and how can I make them work?

Unable to choose any options in iPhone 15 Pro Max Settings app running iOS 18.4 iPhone 15 Pro Max, running iOS 18.4, restarted several times, will not use any of the options that I choose in "Settings > Action Button". The button works fine in all other respects: will lock screen with single short press, will summon Siri if set to do so in "Settings > Accessibility > Side Button".
