Mexico and the US sell AppleCare+

If the merchant/retailer is confirmed by Apple to be an authorized retailer you are entitled to purchase Apple Care within the first 60 days of purchase and I’d purchase it in the US since you live in US. If you choose not to purchase Apple Care, the standard 1 year warranty for defects in materials and workmanship. Apple Retail Stores will honor your warranty.

Yes, I’m a former manager of an Apple Retail Store. I frequently did warranty service for many items purchased overseas, if item had a valid Apple warranty. If the product required replacement, which some Apple Watches require, may be restricted to models and features in the US. My understanding though, is Apple is permitted to honor warranties, and that would not violate the current Federal restrictions, which cover sales, not warranty obligations.

The patent dispute only affects the Apple Watches purchased in the United States, access to the Blood Oxygen app is also still available to all Watches purchased outside of the United States.

If you purchase your Apple Watch abroad, you will have the Blood Oxygen app. Though keep in mind, you should always purchase your Apple Products where you reside because any warranty coverage would only be valid in the country/region it was purchased from.

Who are you purchasing the watch from?

So as stated, Apple will only sell you AppleCare+ and warranty in your country/region of purchase. If you are abroad, you still may be able to get service, but it would be at the Apple Service Centers discretion. It all depends on if they have the parts on hand and if they will honor the warranty.
