Check to see if you have a Carrier Update available. Your carrier can support RCS, but it will not be available to you until they issue the Carrier Update on your phone to use the feature on their network. You can also use this link to see the version number of the Carrier software you have to confirm with Xfinity that it is the latest version.

You can also try to Reset Network Settings on your phone. Go to Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings. This will also reset your WiFi passwords, so you would need to enter them again the first time you login to your WiFi network.
