I created a playlist yesterday Windows Itunes but it isn't showing up on any other device

Have you performed a Sync with each device to cause the device to update (synchronise with your iTunes Library)?
Also, if you use Sync selected playlist, artist, albums and genres, (as opposed to Sync entire library) then you need to add the new playlist to the items to be synchronised to the device. Note that this setting is unique for each device.
