How can I reset my App Store credit balance to change my region?

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.

The people on these boards are mostly other customers and can't reset it.

The support article Change your Apple Account country or region - Apple Support describes how to change your country setting on everything using your Apple ID, and the requirements and results of doing this.

Changing store country is not a trivial endeavor. The system is designed to only facilitate doing this if you are moving to the other country to take up residency. It makes it difficult for people to temporarily change country settings to do things such as get around distribution restrictions only allowing them to buy items available in the country where they live.

Even if you empty your account balance you may then find you have issues with having a payment method accepted in the other country unless you also have a card from that country billed to you at an address in that country.
