My "Allow Cellular Data Switching" is greyed out

I would like to use 2 esims - one with my carrier for calls and one for data roaming while I am in another country. However, the "Allow Cellular Data Switching" is greyed out and I cannot use both esims at the same time. Every time I try to turn them both on, the other one turns off.

I have updated to the latest IOS and restarted, but still am having the issue.

Please help.
