I have accidentally deleted Shortcuts data from iCloud > Manage Storage. Now how do you think I could fix this? Now Shortcut not syncing

I have accidentally deleted Shortcuts data from iCloud

> Manage Storage. Now how do you think I could fix this? Now Shortcut not

syncing

Deleted Shortcuts app multiple times, toggled icloud sync

on/off. Also deleted and created Shortcuts folder in iCloud Drive. But still

not solved. Which means: still the same icloud shortcuts deleted message. 

I even tried

1. Delete Shortcuts app.
2. Restart iPhone.
3. Install Shortcuts
4. Import all Shortcuts from the backup
5. Restart iPhone.
6. Open Shortcuts and tap on 'Continue Syncing'
7. Use your iPhone for a few hours...
8. It will create shortcut data in iCloud drive.

With no luck. I do not have a mac computer
