Not all messages appear in iMessage after setting up new iPhone and restoring from iCloud backup

I just setup a new iPhone 16 Pro Max for my wife and restored all her apps and content from her most recent backup. After 12 hours, most things are downloaded, but only a few of her messages were showing up in iMessage. I checked her old phone and confirmed in Settings/AppleID/iCloud/Apps Using iCloud/ that “Messages in iCloud” was turned on, and also in her new phone. However, when I tapped on that setting (Messages in iCloud), it showed that the Messages were not synced. Tapping “Sync Now” solved the problem.


Posting this because a search for a solution about this problem showed lots of old discussions with no solution, and since Apple closes discussions that are too old, I couldn’t post this. Hope this helps someone.

There is some confusion between iCloud sync and iCloud backup. I’ll try to clear it up:


iCloud+ has 2 independent functions. iCloud backups, and iCloud sync. It’s confusing because they both have the same name prefix. But they have no connection with each other. Go to Settings/[your name]/iCloud. You will see a bunch of switches (with iOS 16 or later also tap Show All). When you turn on a switch that data type will sync to iCloud. If you do this on multiple devices that share an Apple ID the selected data will sync to all of those devices. 


You can also turn on iCloud Backups. This will back up your phone every night if the phone is plugged in, connected to Wi-Fi and locked, and you can also back up manually.


But note that these are independent functions; anything that you sync by the first method will be excluded from the iCloud backups, and vice versa.

I understand. But why would her messages not automatically sync on her new iPhone? I would have expected them to. I suppose it’s possible that 12 hours was not long enough to get to that app, but a) given how important Messages is, one would assume it’s one of the first in the queue to start syncing and b) nothing else seemed to be downloading on her phone.
