MacBook Pro wont completely start up on external monitor

My daughter broke the display on her MacBook Pro and I am using an external monitor to attempt to recover pictures and school files. I am using an external monitor and upon startup the keyboard lights up and computer boots up to show her desktop image ONLY - no dock, no user/guest sign in, no menu - only cursor. I have attempted to reboot multiple times, safe mode, recovery mode, just about everything I have read only to reach the same screen.

Try pressing Command-F1, which should toggle between extended desktop (which is what it appears to be now) to mirror display, where you should see the primary monitor on the external display.
