How can I remove Safari -open -new window , from my drop down menu. I don't want Safari to EVER open a new window without it being a private window. When I click on a link in an email or website lit always opens the window with the private protection.

Unless there's a setting I haven't found, there is no way to remove that option from the File Menu. If you wish to provide feedback to Apple, you can do so here:
Or use another browser that will offer the option to always open only a private window, if any do.
