What should I do if my Apple Watch Series 7 Nike Edition won't connect to cellular?

Getting harder to keep devised separated.ive had am still going through identity fraud and it’s been a nightmare. Mix who or whatever the hackers are with two intelligent teenagers who always find a way even when I pause their devices. It’s ridiculous and creepy, very disturbing that my internet provider is even saying they can’t do anything and it’s not on their end. They said it seems like someone like a neighbor or kids and it just doesn’t stop. But first question please someone help,. How do I set up cellular on my series 7 Nike Apple Watch??
