Sleep focus allowing app notifications in iOS 18.0.1

Most annoying when getting a ping on my watch in bed while sleeping, from news, stand up and weather (rain will start in 10 minutes etc). It usually happens about an hour or two before my sleep focus alarm is set. I have checked my settings in sleep focus and have only allowed “Home” notifications to come through for security reasons. I have made the changes on my iPhone and made sure “share across devices” is toggled on. In the sleep focus mode selecting the app section I can see my Home is shown in “Allow notifications from” which is okay. But if I look in the “Silence notifications from “ it also appears in there which does not seem logical to me unless I’m missing something! If I add “weather” and “news” to the “silence notifications” they also appear in “Allow notifications from”. (I have turned off altogether the “Stand” notification message). I would appreciate help in why I am doing wrong to silence the other notifications.

I noticed same after update to IOS 18.0.1. Never had a problem with Sleep Focus before and I sleep with my watch on and IPhone charging on bedside table. After update, Stand reminder started randomly occurring after I had been asleep a few hours, and repeated hourly once thereafter. After I checked settings again and disabled almost all notifications, it happened again. I also agree with OP that having the same list of apps appear in both the “Silence from” and “Allow from” lists is confusing.
