can Norton VPN cause data encryption errors on a Mac when working with Microsoft Remote Desktop program, Windows 10 and Lacerte tax? Error code is 0x407 - seems to be a Microsoft error code. Forces program to shut down.

Never use a vpn unless to connect directly to your work or school, and doing so according to their instructions.
Installing and running stuff like Norton VPN is not in any way helping you with privacy or security, and as it happens, seems to cause other problems too.

The same issue occurred to my MacBook after updating its OS to 15.0.1.
I saw some other 'victims' said it caused by the firewall of MacOS.
VPN is just fine. I think apple needs to address the problem brought by the update.

If you are using a VPN to create a secure point-to-point tunnel to an organization's private network this is a valid use of VPN. Contact your VPN admin to ensure the configuration of the VPN is not causing your issue or that it is preventing other access.

Thanks. I am actually a new user of MacOS. I added RDP into the trust list of firewall, and seems it doesn't work.

What Apple needs to do is scrap that worthless application firewall. If people want that junk, there are plenty of 3rd party "security" apps they can install. It would make my life easier because then I could direct everyone to the 3rd party developers. It's really annoying when it's Apple causing the problem with a useless, non-functional app.

It's not the issue of VPN when everything worked fine 2 weeks ago on the same exact configuration. This is an extremely easily reproducible problem and it's also all over Google.
Please consider being helpful and do the minimum work or don't contribute to forums.
