Besides the sort by option to order by: title, Artist, album, or release date. For those of us who use this for set list and have our own orders, how can we arrange by our needs?

Yes. Make sure that the playlist is set for View > As Songs. Then use View > Sort By > Playlist Order. This will allow you to move songs up or down as you wish.
