I’ve bought the new iPhone 16 and while I started to transfer all my data from my old iPhone 11 to my new iPhone 16 it isn’t happening. The store from where I purchased they tried a lot but they were unsuccessful. Is this some kind of manufacturing defect?

No.
If Quick Start doesn’t work, use one of the other methods.
Transfer data from your previous iOS or iPadOS device to your new iPhone or iPad - Apple Support
