I am in split screen mode on my iPad with Everand (a book app) on the L and Notes on the R. As you can see, I have this block of Notes options at the bottom of the screen obstructing my reading of my book. How can I get rid of it?

This looks like the Notes toolbar. In the Notes window, tap Done (upper right). I believe that as long as Notes believes your are editing the note, the toolbar will stay displayed.
