why is “done” for downgrading cloud storage not available?
Can’t downgrade cloud+ storage because “done” button will not activate.***

See the following from Downgrade or cancel your iCloud+ plan - Apple Support
If you can't tap Done, make sure that you're signed in with the same email address you use with your Apple Account for your iCloud+ plan.
To confirm the downgrade was successful, make sure that you see a blue check next to your new plan, and a message that says your new plan will automatically renew. If you downgrade or cancel your iCloud+ plan, the change takes effect after your current subscription billing period ends.1
