The icons on my iPad are flashing, in a chase pattern. YouTube videos change speed for no reason. Apps shut down and others open without the screen even being touched. This just started yesterday (10/13/24) Before that, it was working fine.

If you have a protective case or a screen-protective film, remove all that.
Then force a restart, and test again: If your iPad won't turn on or is frozen - Apple Support
If that does not clear the problems, it would seem like your iPad might have a hardware problem with its display or digitizer. That can cause missed touches, extra touches, and areas of the display that don’t work. That usually means a hardware repair.

Are you the only user of the iPad? Has it downloaded or clicked anything sus recently or experienced any kind of damage? Sounds like either malware or some kind of input malfunction. I've encountered similar device behavior in the past caused by water affecting the touch screens.
