How do I reset my iCloud password when I don’t remember the iCloud password to login to mail or even my apple card number

I am using an iPhone 12 and I recently changed the password to Apple ID which happens to be my iCloud account. My phone is not turning on and since I do not remember the password to iCloud, I have tried to reset it. But then I’m stuck in this weirdly annoying loop of where the verification code is sent to my email which again I can’t access cause it’s that exact same password that I cannot access and need to reset. The alternate is providing my credit card details ( Apple Card ) whose number and expiry dates I have not noted down. So I have the physical card with me ( Titanium card ) but that has absolutely no details about anything. To reset my password, I need credit card details which I don’t have cause the phone doesn’t turn on. So what do I even do to reset it? Can someone please help because I have been waiting for days for account recovery and it’s the exact same procedure.

why is there no other method of recovery when there are so many ways of verifying my identity. I really need to be able to access my iCloud account.
