blue rectangle box is constantly moving from top to bottom on the screen

When I turn on the iPhone a blue rectangle box glides down from top to bottom encasing random sized areas of texts. It comes on any screen shot I have up-texts, emails, stocks, etc.

You have probably activated Switch Control. Go to Settings > Accessibility > Switch Control to turn it off.
