It is not deleted, so you cannot redownload it. It may have been restricted by:
- Screen Time - Go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Installing App, and make sure it is set to Allow.
- MDM software installed at Settings > General > VPN & Device Management
- May be in your App Library by swiping all the way to the left and entering App Store in the search field.
