Iphone 13 mini stuck in restore mode

Hi!

my Iphone 13 mini is stuck in restore mode.

when I try to update it says that the update had failed, and when I choose restore it'll download the update,

restart the phone, exit finder and then have a loading empty bar on my phone, that will remain empty until my phone will restart and then back into restore mode.

any ideas on how I can fix it ? I have already tried 2 different macs and two cables, one mac gave me an error 9 message.
