Cannot use VPN with mini iPad?

I am curious if others are having the same issue here. Did the latest software update remove our ability to use our VPN service, when prior to the update I was able to use a VPN app. Does anyone know about this technical issue? Also, why would Apple make this change (perhaps someone on their tech team can explain), when I use the same VPN for my MacBook Pro? I am very disappointed if it is, in fact the case that I will not be able to use my VPN -- I would have never purchased an iPad and it WAS working prior to the software update.
