i don’t have Apple intelligence & Siri on my new iPhone 16 pro. So how do I sign up for the waitlist?

I have no clue where you've read about a waiting list, but there is no such thing. When Apple releases the update with Apple Intelligence, it will be available to everyone who is eligible to get it (except in the EU).

To request activation of Apple Intelligence after you update to iOS 18.1, go to Settings, tap Apple Intelligence & Siri, then tap Join the Apple Intelligence Waitlist. Apple Intelligence is currently estimated to be available for activation within a few hours of joining the waitlist, though wait times may vary.
