Everything it alleges is a lie. Phony "tech support" / "ransomware" popups and web page - Apple Community has a few examples and a description of how to get rid of them, illustrating what MrHoffman wrote.
Another typical example, which appeared as an advertisement hosted by an otherwise legitimate (but "free") app:
These things are just pathetic scams.
I’ve tried to swipe up to get rid of it turn my phone off and on and it continues to pop up, so how do I get rid of it?
thank you so much everybody. I think I’ve sold the problem with your help and I normally don’t pay attention of things, but it kept aggravatingly popping up and it was thinking geez how does something get in my phone? I seem to have extinguished it for now so thank you one and all!!!
