Animated wallpaper option on iPad
Is it normal that I can activate the option of animating my wallpaper? (It’s in french sorry)

So the live photo you are trying to set as your wallpaper is not supported. Try setting another live image as your wallpaper, and let me know how that goes. This is not related to the device, but instead the photo.
