How do I add favourites tab on Safari?

I can't add to favorites, there is no such item in Safari, and the icons in the address bar that could be dragged are also missing. I cleaned the folder with icons, rebooted the computer. Nothing helpsогает

He asked and answered himself. I closed Safari with the Shift button held down and also pressed and held the Shift button. and I opened Safari, after that everything worked and the icons appeared in the address bar and they can be dragged to favorites again
