Can't open utilities or the password app through spotlight search

When I try to open certain applications that are in the utility folder of applications through Spotlight Search the apps don't show up. This also applies to the new passwords app. All other applications will show up except these ones. I tried reindexing but it doesn't do anything.

If you enter the string pass in Spotlight, the top result will be the Passwords application. You will have to arrow down to that entry and then press return to launch it. If any file contents, or file or folder names contain the string that you are using, then your top result may be documents or folders that you are not your intended search item.

If you use the following unambiguous Spotlight search, then you will usually get a top result for the application sought whether it is in the Utilities folder or elsewhere. For instance, this will produce the Terminal and Screenshot utilities as the top returned search items:

There are rules for using Spotlight searches that involve keywords to narrow your search results. Ignore these and be frustrated with your results.

If it is a frequently sought application, why not drag and drop that application onto your Dock where is is accessible with a single click?
