iPhone 14 pro--I turned off all background app activity and other things that could cause such a fast reduction in battery health, to no avail.
I bought this renewed from Amazon with battery health of 87% and it reduced to 84% in less than a month.

No, you got a lemon. Return it. Even a refurb should come with a new battery. If it was from a 3rd party seller you have been scammed.
And background app activity actually uses very little energy. If you turn it off all that does is move the energy use from background when you are not using the phone to foreground when you open the app that might have been otherwise updating.
