Troubleshooting iPhone Storage:

Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support

"thanks but it's not that simple i've tried literally everything. starting to think it's malware"

Contact your Carrier:

You're not going to get malware on your iPhone. Contact your Carrier, as it seems the eSIM card is giving you a misconfiguration, or sorts. You Carrier provides you with the service of messaging, which is configured into the eSIM card.

Perform an Update:

Update to iOS18.1. See if that takes you anywhere. Alternatively to updating the iPhone via WiFi, you can update via cellular, or you can update via a computer.
