The articles I have found here are unhelpful. I want the heart rate monitor to be continuously on while I am rowing. It goes off in about 15 seconds, and have to stop and go through menu again to get it back open. During rowing, my hands are in constant motion.

Did you try to add Rowing as a workout type on your watch and start this workout? You should be able to see your heart rate in the metrics, as soon as you move your wrist, if wake on wrist raise is enabled.
