Using macOS 15.0.1 on MacBook Air M2 and iPhone XR with iOS 18.0.1, I don’t get all messages sent to my Mac. All messages go to my iPad.
I checked Settings>Messages>Text Message Forwarding and make sure that your Mac and iPad are selected.
Is this a bug?

Try this: Sign out of iMessage on all of your devices. Restart them. Sign back into iMessage on your iPhone. Once it has activated, sign back in on the iPad and Mac. Then, go back to the iPhone and go to Settings>Apps>Messages>Text Message Forwarding and re-select the Mac and iPad.
