The problem is with the Paybis app, not Apple Pay. You can purchase Gift Cards at apple.com using Apple Pay, but you sure wouldn't be using Paybis to do that.
Many banks do not permit the use of a credit card to purchase cryptocurrency. A cryptocurrency wallet is not compatible with Apple Pay. Most merchants do not accept cryptocurrency as a form of payment.
Just use your credit card or debit card to purchase Apple Gift cards. Why complicate your purchase?
