I have resolved the issue. It appears to be a problem with ISPs or routers preventing connections to Apple servers. While restoring from the Apple Devices app, you need to be connected to a mobile hotspot. It worked for me, and I hope it helps you as well.
I can confirm using vpn did resolve the issue for me as others suggested. however, i did delete the ipsw file so it would instead download via vpn.
logs are created and appended here if installed from windows store. if installed outside of the store, the logs will be in a folder nearby the ipsw so just search that.

the logs indeed indicate a network issue as others have suggested but I did not find any clue as to what specifically.
I encountered the same issue on my Windows 11 Pro using Apple Devices. I got the 1109 error with a 130A.0000. After reading these posts with everyone trying VPNs and HotSpots I thought I may have an issue with my firewall. I have Norton 360 installed so I disabled my "Smart" Firewall for an hour to get through the process. That worked for me.
I got this same error code, while updating my se 3rd gen via apple devices on windows 11.
I contacted support after installing, uninstalling, attempting to cycle it, attempting to reset it, restarting my laptop, etc. All told I cycled through all the steps about 10 times. each time it hung at the halfway point. Then I reset router, which also didn't do anything.
changed the dns settings as discussed in this thread to 8.8.8.8/8.8.4.4
cycled power, restarted the restore. no dice.
connected to vpn, kept the dns settings as above.
cycled again,
restore completed.
Took me a few hours, but the vpn was the fix.
I resolved the issue by changing my DNS to Google (8.8.8.8 / 8.8.4.4) thanks to 'Fyrstars' comment on this thread. I was trying to restore an Ipad and it kept giving me error code 1109.
I closed Apple Devices app and changed my DNS then reopened the app and tried again and it failed first but worked on the second try. It could be coincidence but it failed about 10 times before I changed the DNS so worth giving that a go if your struggling.

Was on the phone with Apple support and all I had to do was turn off all the firewalls on my cmputer, let it update, and it was all good. Dont forget to turn them back on after tho.
This happened to me just now. I was setting up an iPhone 16 Pro for work, not realising it had asked me for an old passcode when trying to set up my iCloud. I put in the code I had set in the initial stages of the iPhone set up. It then locked me out of the phone when trying to get back in despite using the code I had set up in the initial stages.
I then had to restore the phone to factory settings to get back in. The hurdle came when the Usb-c was not showing up in apple devices - the port driver had to be updated. Once that was updated, I could then see it when I followed the next steps:

I tried the hotspot idea with my personal phone, didn't work.
I then tried turning off the what ever VPN settings I had, that didn't work.
I then dug out an old laptop of mine, downloaded the apple devices app onto that and it worked.
The problem I found to be was with Windows 11 24H2. You will need to use an older version of windows to restore via a cable if you are not using a Mac.
DNS change also worked for me. Multiple attempts using OpenDNS 208.67.222.222 failed around 30-35% on progress bar. Saw this post, changed to Google 8.8.8.8 and it worked first time.

Later I did also do a ipconfig /release and ipconfig /renew plus a ipconfig /flushdns. Probably a two or three Windows restarts too during the whole session.
I kept getting the message "the network connection was reset", I kept insisting, closing iTunes, disconnecting the iPhone cable, turning it off, connecting it again, turning it off while connected, then setting it again in recovery mode. I wanted to try and put in it DFU mode but it seems I did not succeed even once as I never saw in iTune "phone in DFU mode" nor a permanent black screen on the device Complete Guide: How to Activate DFU Mode on iPhone for Efficient iOS Recovery.
Other variables I played with were using different USB-A and C ports, non-Apple lightning cable and original Apple lightning cable.
My internet connection was good all the time, wifi.
Eventually, after many, many attempts, one download completed correctly again and it did restore the iPhone without failing at about 50-55% bar progress like the previous times. It was finally back 'alive' again at the Hello OOBE stage and out of the recovery mode.
Loads of perserverance. I began investigating whether using ipsw files (I did not know that existed) could be applicable as fix in production but in the end it was not necessary.
I had this issue with an iPhone 15 whilst doing a restore using Apple Devices on a PC after I forgot the passcode to the phone. After going through this thread and macobserver, I finally successfully restored the phone by doing the following:
I wasn't able to use iTunes as suggested by others; it didn't give me the restore/update option.

Error code (1109).06B4.0000 on restore & (75).067E.004B on update--issues with Iphone 12 to install 18.2.1 IOS update. I was using Apple devices on window 11 to install. The install would fail many times. I changed to my other PC with windows 10- issue fixed and IOS updated using windows 10 version and Apple Device app on PC! I did restore vs. update. Hope this works for others.
Yes.. this method worked for me for restoring ipad 10.. I had exact same errors 1109 & then later -75.. don't know why Apple has messed up 18.3 restore files.. Also Apple devices app from Microsoft store is not very helpful.. this 3U application is far better to restore Apple devices such as iPad.. I had exact same errors 1109 & then later -75..
After doing Quick Flash & selected restore Battery option, things worked like a charm..

Yes.. one of the reason why I had restore the iPad was because for some reason iPad did not recognize the 6 digit code which I had set up previously.. I was using my ipad after a break of 1 month.. did that somehow made iPad forget my code? I do not know.. I have set up same code again.. at least this time it is working... lets see..

Thanks for this! I tried multiple times using the Apple Devices app and kept getting stuck at 50%. ITunes wasn't recognizing the phone at all initially. I uninstalled and re-installed ITunes and was finally able to do a full restore!!
Remember those old Lightning to USB-A cables? Use it. Save hours
THIS WORKED FOR ME: I changed my PC's internet connection to a mobile hotspot from another phone. That's all it took! I have been working on this for the better part of 2 days.
Mobile hotspot with Apple Devices on my W11 PC alone did not fix the issue.
What did work for me was this:
Remove the SIM card, Connect to Hotspot on PC. Download/Launch Apple Devices, Enter iPhone into DFU mode (Volume up, Volume down, Hold side button until screen goes black) and then select Update/Restore in Apple Devices once the iPhone is detected.
