It might be any one of the following:

    • the cable for the iPod may be faulty
    • the iPod's battery (or the iPod itself) may be faulty
    • the USB port on your computer may be faulty or unable to provide enough power for the iPod


Do you have another cable for the iPod, or a friend with one that you could use to test? If so, also make sure that you test with another USB port.


As for the wall charger, in theory any USB power source should power the iPod. Do you have a USB charger anywhere in your house that you could use? Or again, perhaps a friend with a spare charger?


If the iPod or its battery are faulty, that's more difficult. You would need to find someone local to you who could see whether it can be repaired and you would have to decide whether that cost is worth it to you. Apple no longer offer a repair service as far as I know.
