Do you use VPN? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile.

Update your iPhone 11 to iOS 18:
You can update you iPhone through I WiFi, or through Ethernet, by using a computer update. Updating through Cellular is not a feature your your iPhone Model. It may just fix a few bugs.
A. Update Using a Computer:
Have a Computer Handy? If so, try using a computer to update. Go here: Update your iPhone Using a Computer - User Tip. If any updates are availabe, they will install, sure enough.
B. Connecting Using Ethernet:
If WiFi is giving you issues on the computer, then connect through Ethernet, going directly into your router. For a Mac (or PC) that does not have Ethernet, this would be the adapter to use: Belkin USB-C to Gigabit Ethernet Adapter - Apple
Can you make and receive phone calls? If not, contact your carrier’s tech support.

Thanks again Lawrence for all your suggestions, but I don’t use VPN
