New iPhone 16 Pro Max internet connectivity and Camera issues

I have a brand new iPhone 16 pro max with IO S 18.0.1 . It has trouble connecting to my home internet. At times it seems OK, but it is not connected. My mecbook pro measured 37 mbs download and my old iPhone 11 measured over 40 mb/s. My iPhone 16 hardly registers at all and says it is not connected. Is a pain for several reasons. Use up all my data qwirthout me knowing for one. Also, the camera app does not work and may never have worked. It opens, but I go to take a photo, it shuts down before I can get the photo. I'm not sure I have ever been able to get a photo. I have to carry my iPhone 11 if I want any photos.both the phone and router have been turned off and restarted to reset them. Thanks

Thank you for your thoughtful response and very clear directions. I did as you described ed with ther router and vpn tab(I had none). I have had my 16 right next to my 11 and MacBook Pro. They measured over 50 mb/s. The iPhone 16 couldn't even connect. Also, the camera still doesnt work and never has worked. I hope you have more suggestions your steps are so clear.
