How do I add or switch apps on the first page if the page is full on iPhone?

I can’t drag and drop any apps to the first page as it’s full. I can’t delete any from the first page to leave an opening because it pulls one from the second page and moves all apps over one.

Getting an Empty Spot on a Home Page:

I’m not having this issue on my iOS17 iPhone 13 Pro, Try creating a new Home Page, you may not get this error.
