I see you noted that the watch in question is Series 2. Its helpful for those of us who want to try to help you out with the questions you have if you give as much info as possible. "Wont pair" isnt exactly helping us/me to help you. In future, you might consider sharing details like the iphone you're using and which iOS and WatchOS versions you're running. Without having more details I would say that you might be looking at a compatability issue. Here is a chart showing the compatibility requirements for all the Apple Watches.
Another issue might be that it wasnt completely removed from a previous owner's account so it would be an activation lock issue. Here's a video that might help you out: Youtube troubleshooting video
Sorry I cant provide any suggestions that are specific to your situation since its unclear what your situation is beyond a series 2 watch (which they stopped putting out updates beyond WatchOS 6.3 and I would also think that the battery life of a watch that old isnt going to be great .. I certainly recommend checking out some newer watches to take advantage of features not available on a series 2. If the latest ones are out of your budget I was able to update my series 2 with a newer model relatively inexpensively by checking out whats available on eBay and other sites people use to resell old tech.)
