Audio Messages with certain words being censored

Looking to see if anyone else is having this issue. A certain person, using the latest iOS and iPhone, whenever they mention 2 keywords together in an audio message, that message never arrives to any person they are trying to send it to. Any other audio message goes through. Texts go through as well, but anytime the words "Halloween" and "Evil" are in the same audio message from this person, it is NEVER delivered. It's the craziest bizarre thing. Ive tried sending one with these keywords and that person receives it. Anyone else having specific censoring issues? If this is the case, this means that Apple is actually listening to or monitoring the decoded audio message. I thought that Apple said they would NEVER do that??

• No VPN is installed
• No Blocked users
• All are contacts that they are sending to
• Yes, a restart did nothing
