'Call recording' not working/available on my iPhone 16 Pro running iOS 18.1

Updated my iPhone 16 PRO yesterday with iOS 18.1. with the expectations of a new function "Call Recording" to be available, but it is not. And yes, I tried all classic advise of restarting the phone and trying to turn Call Recording "on" in the Settings, but the toggle is NOT present there.

I am based in the Czech Republic/EU. And I DO understand that EU is not getting Apple Intelligence, in case I get this sort of advise. Call Recording (without transcripts) is mentioned in the the iOS 18.1. update description and it si mentioned in all PR articles regarding the update.

And Call Recording is also listed as available in EU incl. Czechia on the official Apple Feature Availability website:

So really confused what is going on here. Anyone any hints? Anyone having Call Recording available in the EU without changing the region to US?
