Fix Apple Intelligence Stuck Downloading

Never mind. I FIGURED OUT THAT OTHERS ARE CORRECT. Change language to UK under Apple AI, and that should fix download issue. Mine is currently downloading. You need to go under Apple AI, and scroll down a bit. The option to change language is a column down.

I was "approved" for Apple intelligence on my MacBook Air with M3 chip and Sequoia 15.1.1 five or six days ago. Ever since then, it has been in "preparing" mode. I have been on the phone with a senior advisor going through all the resets a couple times over the past couple days, including several restarts, changing the country and the language, etc. It has also been on the charger the entire time. Nothing has helped. It is still in "preparing" mode.

Same issue on 18.1.1 on iPhone 16 Pro. I had the dumb "circle" Siri instead of the new "Glow" Siri. This worked for me. I don't know if 1-3 is essential, you can just try 4-7 first.

1. Turned off Apple Intelligence
2. Rebooted iPhone
3. Turned on Apple Intelligence (still showed "Downloading ..." like it was for the past few days)
4. Went into "Voices" (Settings -> Apple Intelligence -> Voices)
5. Picked another voice
6. Picked back my original, preferred voice
7. Apple Intelligence started working, no longer stuck on Downloading and the "Glow" Siri came back

I got mine to work by changing region to UK and language to UK... the only way it works. When i switch back to US region and language US.. endless loop of downloading happens again. I left it in UK region for now until apple sends a fix update. They are aware but no resolution as of now.

Do the following (Make sure you're on wi-fi and phone is charging)

• Turn off apple intelligence
• Change language and region to "United Kingdom"
• Under apple intelligence > change language to "English (United Kingdom)"
• Wait a few seconds until the option to turn it on appears and turn on "Apple Intelligence"
• It should start downloading. If not just turn off "Apple Intelligence" and turn it back on. After the 0% downloading disappears test it out by holding the lock button and glow should kick in.

For testing purposes i switched back to region US and language US.. still no luck.. but was able to get it back by doing the steps above with UK region and language.

what fixed stuck downloading for me was i changed the voice in the 'apple inteligence and siri' setting and also deleted 'siri and dictation history' dont know witch one fixed the issue but all good now

I fixed it! Changed the language on apple intelligence to English (uk) then changed my language on my regular settings to English (uk) change the voice on my Siri and deleted the dictation history and bam immediately worked. I hope this helps. Struggled for days with it

I was in the same situation I did everything and nothing fixed it apart from changing the region to UK. I contacted Apple support. They got me to back up my phone then wipe, restore and update it with my mac. It was a long process but it actually fixed it. They said that if you just reset your phone without connecting it to your Mac, the same software's is installed in it vs when you connect it to your Mac and do it through there it wipes and completely installs a new update

Thanks it worked i guess. My language was already english UK. But i still selected it again. And then i got the option to turn apple intel on or off so i turned it off and then on. And i guess it was already installed, and was just a bug.

I was stuck on the downloading screen for days, and nothing seemed to work. I ended up changing the region and doing a settings reset, and that finally got the download to complete. I Fixed mine that was stuck on downloading by disabling mobile data and it instantly updated on my WiFi network.

playground arrived first and after a few minutes intelligence picture worked, enabled mobile data again after it updated.

I think it gets confused to which network to use. Hope this helps everyone.

Turn your language to British. Download will be fast. After downloading turn back to desired language

Even on WiFi it would not download. However, while on WiFi I switch to Airplane mode and it downloaded instantaneously.
