no backup’s are compatible with iOS 16.6pn this iPad how do I get beyond this

The iPad receiving a backup must have an iPadOS version greater than or equal to the iPad that created the backup.

Set it up as a new device, update it to 17.7.1 or 18.1 as applicable, restore it, and then load the backup.
