Restore from iCloud paused (but I do not remember activating)

Hi. For some time my iPhone photo app has been displaying “Restore from ICloud paused”.

I do not remember requesting a restore from iCloud to my phone for a very long time. In the meantime. I have had some security concerns.

Could anything fishy be afoot?

Some more information would be helpful:

What iOS is your phone running?

Do you have "Optimize Storage" turned on for Photos?

What have you done to "unpause" the restore?

Have you tried a forced restart?
