There is a known issue - encountered when setting-up a new (unused) iPad and updating to iPadOS 18.x. You will need to interrupt the stalled process with a forced-restart:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

After restarting the iPad, allow the new iPad to complete initial setup and software update without attempting to transfer data, or restoring a backup, to the new device. Instead, simply set-up using your AppleID (now known as your Apple Account).

When the update process has completed, reset the iPad - and THEN perform the transfer/restore if required:

Settings > General > Transfer or Reset iPad > Erase All Content & Settings

I just purchased this new ipad air 13”, and have wasted over three hours trying to install the software from my other ipad air 13”. It freezes on the 18.1.1 update, and gives me no other option. I have erased and restarted the procedure three times- I am ready to throw this thing through the window.

If the procedure that I have described earlier within this thread doesn't work for you, seek assistance directly from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page.

Alternatively, you can initiate and manage your support cases from [other] Apple devices using the excellent Apple Support App. If not already installed, the App can be downloaded from the App Store:

You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to offer assistance:
