Enable Apple Pay as a managed option in Apple Business Manager

Why can't we enable users to use Apple Pay under Managed Apple ID's?

As a corporate admin, we get lots of users asking why they can't add their credit cards to Apple Wallet when using a Managed Apple ID. There are zero options for this in the MDMs.

I understand it's a workaround that they can instead use personal Apple ID's on their MDM/DEP managed devices, but this is not a solution, and not ideal. We need the MDM app catalog to be the only source of company-approved application installs but why can't users be allowed to use Apple Pay? I saw this question last asked 3 years ago and this is still a problem.
